description The purpose of this paper is to focus special attention on the procurement of school buildings during the process of establishing elementary schools in towns and villages in early Meiji Japan by discussing the case of Chikuma Prefecture (now part of southern Nagano Prefecture and northern Gifu Prefecture). The promulgation of the Gakusei (Education Law) in 1872 led to the creation of new school districts and made the establishment of elementary schools in every town and village an urgent priority. As a result, the procurement of school buildings became a major issue, alongside school attendance by children and teacher training. There were very few examples of the kind of modern, Western-style architecture seen in the Kaichi School (Matsumoto), and over 70% of elementary school buildings throughout Japan consisted of rented and converted temples and private houses. However, the lack of modern, newly-built school buildings does not necessarily signify a defect in educational administration. In Chikuma Prefecture, Governor Moriteru Nagayama actively encouraged the use of former temple buildings that had been closed due to haibutsu kishaku (anti-buddhist movement) and rural kabuki theaters as school buildings. For Nagayama, the conversion of former temples and theaters into school buildings was also an effective means of repudiating traditional culture and bringing enlightenment to the populace.
